The symlink in necessary because tar, cpio, mt, and some other programs
traditionally expect rmt to be located in the /etc directory on the
remote machine. If we want Debian Linux to be compatible with other
Unix-like systems, these systems should be able to find it there.
Thus, FSSTND and compatibility requirements dictate that rmt should be
placed in /usr/sbin with a symlink into /etc.
